of course, this was long before the telephone. telegraph lines operated with morse code transmissions. the european centre at that time was london. africa and south america more or less out of touch. there’s a blue (blue means vaguely planned) parallelogram in the north pacific which seems to be the only contemplated redundancy/backup connection. the path starts at san francisco and continues to japan and, with a single line, to shanghai.

the green lines, most of them between the USA and europe and within europe were already well established and in use.
